Is it possible, with not to much trouble, to give all my moderators the option to move topics without making them global moderator?

Is there a hack already that does something like that, does someone likes to build it or can somebody give me some thoughts how I can do this myself?

It will most likely be possible to create such a Plugin for future vBulletin Versions (maybe already for 3.5 RC3)
