I am doing a contest on my site and entry is $2. They will check out with paypal but I need somehow for everyone that enters to be put into like a flat file or something So i can keep track of them and send them a code(s) incase of multiple code purchases.... How would I go about this?

IIRC you can also have all the paypal donators added to a special usergroup. You can then make mailinglists only with that usergroup.

Make sure you're not breaking any state gambling laws. To get around it, make the users answer an inane question like "What is the name of this site?" so that it's skill-based and not luck based.
