Special Usergroups?

[Vaq]

I want to make it so, that special usergroups have posts like this;

(Notice the line on top of post, and the color is blue in every post he has.

Their website link is: Www.near-reality.com (Not advertisement, just need for help purposes)

Any idea how I can do that to special ranks as well?

I looked at the source code, and it had something like"blizz header" or w/e..

Any help please?
