Special Usergroups?

I want to make it so, that special usergroups have posts like this; http://screensnapr.com/v/B3G8k4.png

(Notice the line on top of post, and the color is blue in every post he has.

Any idea how I can do that to special ranks as well?

I looked at the source code, and it had something like"blizz header" or w/e..
