When you register on Craigslist you have to submit your phone number. Craigslist texts you a code that you have to include in your registration before you can complete your registration.

Is anything like this available for Vbulletin?

Yes and No.

Google TeleSign for how it's done.

I do have a complete add-on that interfaces vBulletin 4.1.x to TeleSign, but it isn't free and it is by no means cheap.
