It's a background image for the CSS:

HTML Code:

element.style {background:url("http://i35.tinypic.com/pxg87.gif") repeat-x scroll 0 0 transparent;}

(This has actually been posted a few times.)

Yes, I looked at those usergroup. They 'sparkle' or whatever you want to call it. they just have a sparkly background image for them.

@Lynne: I still don't know how to do this

Can you give me the code to glow the usergroup?

And how to make the background css working on IE?

HTML Code:

element.style {background:url("http://i35.tinypic.com/pxg87.gif") repeat-x scroll 0 0 transparent;}

I don't see the glow because I'm using firefox. google sends me here - http://www.thehelper.net/forums/showthread.php?t=44177

I can't help with IE as I don't use it at all.
