Where In The Admin Panel Do You Load Animated Icons?

If you are talking about status icons, they go directly into the statusicon directory of the style.

If it is a default vbulletin style, then the statusicons are in /images/statusicon folder. If you installed some other style, then they should have told you were to upload the images and the statusicon folder will be in that folder.
