Where In The Admin Panel Do You Load Animated Icons?
 
I am talking about icons for new posts and old posts?

If you are talking about status icons, they go directly into the statusicon directory of the style.

Wow...thats Greek to me. Can you give me the location of this? Sorry, I am very new to this stuff.

If it is a default vbulletin style, then the statusicons are in /images/statusicon folder. If you installed some other style, then they should have told you were to upload the images and the statusicon folder will be in that folder.
