Should I upgrade my forum now or after VB3 is released?

If you purchase an owned license you'll receive one year of free upgrades for the vBulletin software. If vB3 is released within that year, you'll get it for free.

However, if your year expires, then to purchase another year of upgrades it'll cost you $30 [per year]

So since I already have a license, even though it expired, I just need to pay 30 bucks to get another year of updates and not the full $160?

That's correct, as long as you bought an owned license for $160 the first time. Leased license are different - you've got to renew them yearly.
