1. Create a .htaccess file in the desired folder of your choice, ie.. "admincp"
2. Edit the file & add the following, correcting the IP's that you want to have access to that folder. order deny,allow deny from all allow from xx.xx.xx.xx Replace the xx's with the IP's you want having access, new allow line per IP. Resave to server |

Because you need a "static" IP address to make that .htaccess code work. Very few "average" users these days have this as most hosting connections are dynamic DHCP type connects and not static. OR as you found out Proxy servers easily break the rule. Custom cookies or session or maybe a secure connections may be what you have to do to secure your access?
