with under 30 members you shouldn't have no hacks really, but if you persist any that you'd need/want might be found over at vBnl as for your skin it's more header/footer than anything else and could be ported over (don't quote me on that, when i checked the vb3 acp last they only had one skin lol)
It's easy, you just look at vB3's own files and just copy the technique/method that is used in there.
With vB(3), you have to keep the following in mind:
- you might want to work with phrases and phrase groups, instead of hardcoding your text in the templates;
- a lot of work is done via functions to keep things clean and organized
- you put your content in $variables that also reflect the position of your content in the templates that you're using.

I think whether you should use hacks or not on your forums has NOTHING to do with how many members you have, really. It's all about what audience you're targetting and whether the hacks make sense for you in your specific case.
