This is not a hack: Simply edit forum descriptions and enter:
<a href=http://www.site.com/board/newthread.php?s=&forumid=X>[New Thread]</a> Replace X with relevant forum id.. |

Or you can use an excellent hack by PPN called vb_last_title which will put the name of the thread above the last post time and date
