This is a simple forum permission. In your AdminCP, go to Forums & Moderators -> Forum Permissions.

You will need to specify which group of users gets to do what...But basically, you can set "Can Post Threads" to Yes and both "Can Reply to Own Threads" and "Can Reply to Others' Threads" to No for a group to get it to act like you want.
