IIRC the two settings you should look at are
php_max_upload
and
php_upload _timeout

You need access to php.ini for that though. If you don't have it you might need to ask your hosts to do it.

And unfortunately I think any vBulletin Addon or solution will be governed by the same limits as it's all done as a PHP upload.
