First, go to vBulletin Options, and then Social Groups, making sure options are set to yes, then, under Usergroups, go to said usergroups you want to be able to make social groups, and under 'Social Groups Permissions', set things like 'Can Join Social Groups' and 'Can Create Social Groups' to yes. If you want more social group functions, try these modifications:
