How can I let users create their own social groups?
 

Is there anything I can set/download so that users can create their own social groups? The more options, the better; IE: Only certain groups can/Must have certain amount of posts/Etc.

First, go to vBulletin Options, and then Social Groups, making sure options are set to yes, then, under Usergroups, go to said usergroups you want to be able to make social groups, and under 'Social Groups Permissions', set things like 'Can Join Social Groups' and 'Can Create Social Groups' to yes.
