under vBulletin Options -> User Registration Options Scroll down to "Default Registration Options"

and make sure "Can recieve private messages is checked"

Then if you want to enable private messages for the member, go to their edit member page in the adminCP and under Browsing options make sure Receive Private Messages is set to yes
