I use godaddy shared hosting and they have been pretty stable. I run a small board, 40 users or less at max normally so I haven't put them to a real test, but they've done well so far. The customer service, while not always the smartest, has always been instant, this is something I require with my new host.
I am looking to switch to a similar plan with a new host that can support that latest version of vbulletin since vbulletin 3.6 requires php version 4.3.3 or later and godaddy only gives up to 4.3.1 on shared hosting plans.

I'm thinking you'll blow that plan as soon as your site gets busy. If they don't mention memory and CPU usage cutoff points, there's a good chance they're pretty low.

Since you don't need a dedicated server for such a small user base then this would be great for you. When you need to move up PM me and I'll see what I can do for you regarding dedicated servers
I've been using Hostmonster.com for almost a year. Its shared hosting but so far its always been up and provided good performance for my forum. Support is good and not outsourced which was a factor for me. 300 gigs storage, 3k gigs transfer, unlimited domains (as add-ons) and just about every add on you can think of. They also offer the choice of either php 4.4.6 or php5. Only $5.95 per month.
Loads seem to be fairly low, though I'm only running a mid-size forum with an average of 40-50 users online most of the time. I don't know how to check query time/qty so I don't have that as a gauge.
As stated before, most shared hosting plans don't expect many (if any) accounts to hit their max. If you have the kind of data you are better off going dedicated.
Check out www.hostgator.com I use this plan 200gb diskspace, 2,000gb bandwith with a great control panel. I pay 15 bucks a month and never had a problem with my site or them. I highly recomend them.

I use siteground.com have no problems at all and if server dose go down which is not very often it is fixed fast, and they have very good customer service and fast support times
I prefer w-hosts.net because sites like sitegrounds and hostgator oversells and when you use to much cpu usage and resources they terminate your account with any notice.
