PalmNut is correct, the bug won't be displayed in the listing, but it can still be viewed if you know the id (which is easy to guess).

Ban their ip-ranges instead? You can't really use OS/Resolultion/etc to identify anyone, i can guarantee you will get many, many false positives. Your users won't like it.
