Is there a mod that automatically places [img] bbcode on a pasted image links?

So for example, when you paste a link to an image like http://i.imgur.com/mH0N8.jpg, it automatically adds the [IMG] flags.

I've seen this implemented at Something Awful and I would love to get it...

Is it possible for users to use a remote host like imgur to host their avatar so it doesn't have to be stored on the server and use space/bandwidth?

I swear I've seen this before in other forums...
