I was about to download a PHBB template how can I upload or install this to VB3?

You dont. You can only use vb3 styles with vbulletin...
Unless you try to convert it. But then you need a clearance from the original author and stuff like that.

I understand. Where may I find templates for VB3 to download or how can I hire someone to do customizations for me?
