I was about to download a PHBB template how can I upload or install this to VB3?

You dont. You can only use vb3 styles with vbulletin...
Unless you try to convert it. But then you need a clearance from the original author and stuff like that.

You can get some free templates in this forum here; However, if you're looking for one tailored to your site, you can post a request in the services forum (on this site here).
