How do I put a small graphic under the bottom sticky?

I've seen this done before, and would really like to do it on my forums. Basically I'm just looking to put a single spanned graphic a couple of pixels high under the last sticky in a forum, like this crappy photoshop example:

Any insight would really be appreciated.

Here's a template mod that just places a line or some sort of seperation for vB 3.5:

Just use that as a basis to, instead of the line, using a graphic or whatever you want to use.
