Restricting email domains... not working x.x;

At first I attempted to use Erwins refrence to a huge list of free services, no luck, I set the option where users would have to change thier email if they were using a banned one, and nothing happend when the user would browse or post.

It does prevent users from signing up using a free email... but how do I force current users to change thiers?

I have disabled/unedited(in the case of vBAdvanced) every plugin/product trying to see if code modifications were doing this. I have not found a cause yet, does anyone have an idea as to what might stop the ban check at user login?

Below is a list of products installed, other than below, I have microstats and vBAdvanced installed.
