Default New Thread to Reply Ratio Mod Request

Most will find this pointless but for me it would come in very handy.

This is what I need:

For every X amount of replies you leave to others existing topics you are allowed to create X amount of your own topics. It would also need to be able to be turned on or off per forum, and rules should be able to be set for which forums you are required to leave feedback in(this step would be great but if too hard not mandatory).

Example:

I wanted to list a 3.5 modification I made. Before I'm allowed to do so I must first reply to X amount of existing topics. If X is greater then 1 then the reply must be left in different sub forums under 3.5 modifications (ex 1 in plugins, 1 in extensions). You can leave as much replies as you want where ever you want but to post a new thread you have to have left a reply in each required forum.

May sound uneeded to a lot but I could use this greatly for my kind of forum.

Even if you're not interested in doing this but capable of doing it please let me know.

As I'm sure someone will ask let me explain the significance of the mod.

Most people think a million new topics are great because it makes your forum have a lot of threads. Is that true? To the forum owner maybe, but I doubt the thread creator feels that way. If the 3.5 Modifications forums were all threads and no replies the threads would be useless. Feedback is what lets you know what needs to be fixed, changed, etc..

It's different in this site as there are many developers as well a many people looking for mods so it balances out better, but lets imagine the site consisted of all devolopers. Feedback would be more of an issue as I'm sure most would be more interested in posting their own mods then giving feedback to others mods.

My site isn't about programmers, but it consists of 100% people who are in the same business so the example above is true. Feedback is crucial.

There are also off topic forums which is why I would need to be able to turn this on/off per section.
