IP Address Viewing for Moderators

When you add a new moderator, the toggle switch for can view IP addresses is defaulted to Yes, even though the usergroup settings of moderator is set to no. So basically when adding a new mod, if none is paying attention, they will give the moderators the ability to view IP's. How can I change that toggle to default No?

anyone have the answer for this?
