I notice at the top of this page in the navigation bar it has the little v icon before the url, and if I bookmark it I get that icon. How do I get my site to do this with my own icon?

It's called a favicon, vBulletin ships with one by default. You may create your own 16x16 pixel, 256 colour image, name it favicon.ico and replace the existing file of the same name in the root directory.
