Quick insert in Quick Reply

I want plugin for quick insert in Quick Reply two things:
1. username (at postbit must be link to insert)
2. highlighted text as quote

I think many users say THANKS for this plugin

I would use something like this too

at postbit must be link to insert

This could be done using "quick reply" button

I feel myself like a archaeologist by quote this post... but I need exactly the same feature for 3.7.x vbulletin forum version.
