If I was to upgrade to 3.5.0 from 3.0.9, would I have to uninstall the MODs I have and then install them again on the 3.5.0 version (obviously if they were compatiable)?

It is advised to clean your board from any mod's and database changes, but not always necesary. It will also depend on the mods installed.
