vBGarage 4.0.4 not holding usergroup permission

I just installed 4.0.4 (which kicks butt BTW), but I'd like to set it up so only my subscription/premium/paying members can create accounts. Per the instructions, I've gone in and set the usergroups permissions, but for some reason, on Registered users when I set the setting to "NO" and save it, it reverts back to a Yes.

Could it be the premium members (2ndary group of Registered) usergroup tripping it back to Yes?

Any help?

I have the same problem but the opposite thing happens, I set my Registered users to Yes and it reverts back to No
