New Member Validation link email sent but no welcome email

I hope someone can help me with this challenge. The example below is a test member I have created for testing and before opening for membership. I seem to have something set incorrectly.

I am using 3.0.8 and have the settings set for validating email addresses and to send a welcome email.

I have the moderate New members set to No.

What is happening is that the validation email is being sent but after the member validates through the link in the email, they are not sent another email to welcome them to our forum. They remain in the group member awaiting email confirmation.

Can anyone help me determine why the welcome email is NOT happening and why they are going into a group waiting for awaiting email confirmation? I really need to know how to correct it? I have read everything I can find.

UPDATE: I am now seeing that in the group manager there is a member awaiting email confirmation. This must have something to do with the welcome not being sent. If I turn off the validating email then they will not get a link and I won't know if they are using a valid email, right?

SOLVED: It was my forum url, I had index.php at the end.

correct.

and there's an option allows you to enable send welcome message or not.
