moving the similiar threads

I searched but couldn't find the answer, so sorry if this is really stupid.

how do I move the "similar threads" section so that it appears ABOVE the "posting rules" box? its so disjointed wwwaayyy down below, imo.

I tried looking for it...but I didn't know WHERE or what the similar thread var name its called (if that's even what I should be looking for).
