Anyone who runs SELinux figure out the settings to allow vB to write to certain files, such as to create CSS files, or to use filecache?

Disable SELinux

Acording to some of the bigger and more well known Web Sysadmins, SELinux causes more problems than it actually helps. It has not be truely trial tested in a real enviroment yet.
