I guess it's possible, they're both php based.

I think he means like a module. Like there's a phpBB module for it.

Try searching for phpnuke. You will find that most coders don't want to make such a thing, because phpnuke is a very insecure (as i have heard) product. Incorparating it into vB would create holes in a secure product like vB.
