Is there a specific query I can run that will automatically set each users individual permissions to default for a specific forum ID?

not sure what version you're using, but in 3.0.x they're set via the bitfields so it's just a matter of inserting the relevant number into all users.

the table that set's the forummasks per user is called "access"
