No Agent information - NIS user blocking banners?

Hi folks,
I'm doing some tracking of the Agent information of people visiting my forums (3.0.7).
For quite a lot of users it is empty. Does this mean they are using some security software like Norton Internet Security?
Is it sage to assume that if they are blocking the passing of Agent information that they are also blocking banners? If this is the case I would consider splashing a big nag message up to them. What do you think of this idea?
