Super Mod - Add Secondary Usergroup

On my forum we've restricted the ability for Super Mods to edit a users profile. BUT ... We need a way for Moderators to add a user to a SEcondary Usergroup (A specific one, will always be the same one).

Anyone have any ideas for this?

Make it a public Usergroup and put your Mods as Leaders.

Well the problem is it is not a public group. It's only for those people who post pictures of themselves with their username to prove whom they are.

Well you could make it a public group, and set as message that people can only request joining if they have posted their picture.

We tried that. But we continually had people / new users requesting left and right ....
