This is by far the most disorganized array I have ever seen. I own two licenses of vbulletin for many years. There is absolutely nothing here that explains anything regarding "licensing" or other. I see no way anyone here would even know who is licensed and who isn't and, quite frankly, who cares? There is no trading of illegal software anyways. Some people may be designers who work on other peoples' licenses. I'm not sure even whether what I'm assuming even has any relevance!!!

Ditto. Is this about my vBulletin license (since the mod's link pointed me to the vBulletin site), and if so, how does that relate to this site?

vBulletin.com knows if you're licensed or not. This ALL works through their site, and your status' if reflected here through e-mails in the member priority support of the member's area on vBulletin.com. Nothing works through here, it's reflected from there.
If you have a license, put your e-mail into the member priority support area, and stop whinging. I won't bother giving you a unlicensed message, use the one in basically any other thread in this forum.
Same goes for anyone else who is unlicensed in this thread. LOOK IN OTHER THREADS. It really isn't that hard.
You are currently showing up as unlicensed. To be able to download modifications and/or receive support here at vBulletintemplates.com, we ask you to please click here (vB-germany users click here) and enter your email address, to show us that you are licensed.
You will need to use your customer number and password (which will be in the email you got when you paid for your license) to access that page. Please note that your email is case sensitive.
Just a quickie, but if you are working on someone else's licence, ask the license owner to add you to the list on priority support. You can add up to 3 others, excluding the owner's email. It's not hard guys. I'm just glad to know that the secuirty here is so tight. Makes me feel safe But I wish I could get mine fixed being a license owner
