They are usualy depandant on each users OS.

Youll need to add a new tag to your CSS called

fieldset and then add attributes to it.

so why at vb.org I see those lines white and on my forum in another color?

Have you changed any options about them ? last time i changed a fieldset class it changed the apperence, however as i ahve stated you can control the color of the fieldset tag.
