Your txt file is empty. I get a prompt saying it can't find the file and would I like to create a new one?

no there is no way to change the color of a fieldset but you can add
style="border: 1px solid;" to it and it will change its color, it wont be as round but its nice also tryout these 3 instead of solid: groove outset inset |

you can define the border color of fieldset using the additional css definitions window. it will just define the border color for all instances of the fieldset attribute used in your style and will remove the rounded corners.
