I believe this was avaliable for vB2, i did a search and couldnt find it for 3. any ideas what i need to edit?

Search your pm_newpm template for

<label for="cb_savecopy"><input type="checkbox" name="savecopy" value="1" id="cb_savecopy" tabindex="1" $checked[savecopy] />

Remove $checked[savecopy] from the line and you're done.
