I installed the staff messenger made by Mist but when I post a msg ... it doesn't appear....
I did add $staffmessenger
to the bottom of the header ... still nothing

help is appreciated.

Since Staff Messenger is a hack you will have to ask for support @ vBulletin.org (Prefferably in the hack thread)
