So many people like to advertise their new services or items for sale, I thought the addition of a services forum would be nice; of course, limiting the services to a select few items (i.e. skins, button sets, vbulleitn licenses, ect -- nothing that does not directly pertain to vB in some way).

Voice your vote and let me know if you would like to see an advertising/services forum added! Vote yes or no, simple as that

It would be one thing to link to those type of places here, but I would hate for something like that to be used more than modding here...

That's why I am leaving it to the members of the community. Rules will govern the forum, rather strict ones at that, though the choice is still within the community!
