Template Mod or Hack - TOS scroll box

I want to enclose my TOS in a scroll box - I don't need the fancy countdown to highlight the Agree box, I just need a simple scroll box so that people won't be intimidated by my TOS.

This would seem to be a template mod - is it? If so, how would I go about doing that?

This is possible, but would require probably making a .php a custom template, and one template edit.
you could put a frameset on the tos page then make another template put the content you want to show up in the frame, then make a .php file make the frame show that page, and make the .php file get the info off the custom template.
