[Release] Thread Top Links Arrangement

Description: This little modification will center the top "New Thread" & "New Reply" buttons that appear in threads , plus it will remove the "Author" & "Title" tables, similiar to what's here on vBT
By the way, sorry if i have any mistakes in the modification or something, it's because i'm a beginner and this is my first modification
