Can someone teach me how to make a mod/temp.....

We can't specifically help you like that. You'll need some HTML knowledge and some knowledge of the templates too.

if you rearrange/add/remove HTML from templates, you are modding them

well ya..i know cypher but say 'mod drop down menu' for example......whoever made it how did they do it....

just used html and stuff?

In templates you can only use PHP variables, HTML, and replacements.
