I know how to add the rounded corners, as well as how to add the forum border.

Now, how do i make that border an IMAGE?

Sorry to go off topic but how do you make the rounded corners? I think there pictures I just don't know how and where to do it.

nope.

all it did was make my border a background for the header and footer.

ok i tested it on my board just now and all ya need to add to the last bit of codeing i posed is a <center> after <tr><td>
so it looks like this
