You do that in the template, not in the graphics program.

i think he wants image links.....
for that just use your normal <a href> tags but instead of text inside use an <img src>

Yes, but he can't do that in a image program if thats what he was intending to do.

you can in fireworks to the most of my knowledge (hotspots or slices, both work)

Well AFAIK Photoshop can't. Fireworks is disregarded.

Well thats how you get images in photoshop to work. Then you code it in the template like vostok said.
