Do it Via your CP - Style Sets.

Otherwise if you have a forum border like this one here I think there is a mod for it.

How can I show it on the whole background? Because I can get the image to show up but it was chopped off with the forums?

Add this to the <td> tag of the table. (Add it inside the tag)

background="url of image"

As u can see on the attached gif file, I wanna in the background of the forum, because It looks wired when there is a outer background
