I dont know why for the life of me I cant remember how to do this right;

I want to make this change to one board within the forums.

1. Board is visible to guests
2. Threads inside is visible to guests
3. Guest clicks on thread to read and has to register

ACP -> Usergroup Manager -> Edit 'Unregistered/ Guests' usergroup
